Selective Call Processing Addresses Concerns Raised in Wall Street Journal Article

Columbia, Md. – Tecore Networks, a leading provider of GSM, CDMA, 3G and multi-technology mobile networks, recommends the use of selective call processing as found in its Intelligent Network Access Controller (IntelliNAC) to combat the growing problem of illegal use of cell phones in prison systems and other restricted use environments. The Tecore solution avoids concerns regarding the blockage of legitimate calls experienced when jamming equipment is used, as discussed in the article, “South Carolina Prisons Seek to Jam Cellphones,” in the October 22, 2008 edition of The Wall Street Journal. The article highlighted the surreptitious use of cell phones by prison inmates to conduct criminal business from behind bars, and South Carolina’s intention to use jamming equipment to block such calls. It also reported criticism of jamming equipment for indiscriminately restricting all communications – including calls by authorized personnel and emergency calls – in the designated area. Tecore’s IntelliNAC, which has been deployed successfully in correctional institutions, takes a more sophisticated approach to restricting calls by differentiating user groups and enabling policies for each. Building on Tecore’s patented, multi-technology architecture, the system addresses devices from all of the major cellular carriers in the U.S. and most countries around the globe. By managing communications in the targeted coverage zone on a subscriber-by-subscriber basis, IntelliNAC also eliminates the need and added cost for an overlay network to enable communications by authorized personnel, as required when jamming equipment is used. More information about Tecore Networks and IntelliNAC, including a white paper on this subject, is available at www.tecore.com/solutions/intellinac.cfm. “The illegal use of cell phones in prisons is directly related to the widespread adoption of wireless technology worldwide. Any solution to restrict unwanted activity must not affect necessary communication,” said Casey Joseph, Chief Technology Officer, Tecore Networks. “The IntelliNAC takes a comprehensive and multi-faceted approach to the problem, blocking unauthorized users without disrupting essential communications, resulting in major benefits to the community at large.”
